General Information
All dates are subject to change.
- This film production competition is open to all primary schools in Singapore.
- Primary School students of levels 4-6 can participate in this competition.
- An e-mail will be sent to all primary schools regarding the competition where it includes the NEWDC and NEVC posters and the rules and regulations.
- Each school can send only 2 teams, with 1 teacher-in-charge per team.
- Each participating school will have to create a team name for submitting purposes and to reduce confusion among each entry.
- The teams have to choose their own topics under the main theme. The teams will be given a range of topics to choose from that goes inline with the theme.
- Registration may be done via mail and online.
- Each team will be given a Team ID for easier identification.
- A confirmation e-mail will be sent to the school on successful registration. This mail would contain the teams’ ID.
- The team will have to choose one topic out of the four topics for their film and formally submit their entry to Victoria School (VS). VS will subsequently confirm with the team via email or through the website that it has received the entry and has accepted it.
- Any late entries would not be accepted and that team will be disqualified from the competition.
- 10 finalist teams from the primary schools will be informed through either the website or e-mail to prepare a presentation for the judging day where the final judging will occur.
- The presentation schedule will be sent to the schools together with the confirmation e-mail or published on the website.
- If for any reason the team is unable to be present on the given day, please inform VS within 3 working days from the day the confirmation email is received.
- Refer to the official NEVC website for any changes or updates made to the competition here.
- Teams are to submit their films by 19th July 2008 Saturday by 5pm.
- First round of judging on the films should be completed by the 1st August 2008 Friday.
- Final judging by the invited judges will be done on Finals. (See Judging Procedure)
- Results will be announced and prizes will be given out on the prize-giving day. All participants will receive a certificate of participation.

Brief History
The Victoria School National Education Video Competition (NEVC) started off in 2007 with the theme "I♥SG". The competition attracted 82 participating teams from different schools around Singapore.
The main aim of the competition is to promote National Education among primary school students while letting them explore the vast possibilities of mass media of today's IT-orientated society.
NEVC 2008, being the 2nd year running, aims for a hundred participating teams. The theme of this year's competition has been officially decided to be "Youths".

General Rules & Regulations
All dates are subject to change.
- All participants must comply with the rules & regulations of the competition.
- The competition is open to all primary school students of levels four to six.
- Each participating school may submit only 2 teams with each team consisting of 1 teacher-in-charge per team and minimum of 4 to a maximum of 6 students per team.
- The role of the teacher-in-charge is to advise the students on the creation of the film and equip the students with the necessary skills. Other than that, the teachers are not allowed to directly aid the students in the creation of the film.
- Each team will have to create a team name.
- Please do not include any unnecessary files with your submission. This will help minimize the size of your submission. Only include the files that are linked to the film.
- Participating teams must send their films (in DVD-R or DVD-RW) by the stipulated date (19th July 2008, Saturday, 5pm) to:

Video Creation Rules & Guidelines
All dates are subject to change.

The content of the film should adhere to the theme of the competition.
- The content must be relevant to the chosen topic.
- The main video must be named NEVC must be found in the “main” folder.
- A bibliography text documentation, which must be named Bibliography, must be included in the folder with the film to acknowledge external content sources.
- The Project Learning Process (PLP), a short video about the team’s learning process; has to be placed in the same folder with the main folder.
- It would be more structured if all the final films are put in the main folder and other media in a sub folder.
- All films must be relevant to the topic.
- In total, there would be 2 films, the entry itself and the PLP, and bibliography text documentation.
The films must be compatible with a major player, namely, Windows Media Player, QuickTime, Real Audio and Nero Player.
- A film can include animated clips, video, pictures strung together or a combine of the above mentioned.
- The film should not be longer than 5 minutes.
- There are no restrictions on the software used in the production of the film. However, the completed film must be fully functional without any additional software being required.

You can submit the films in AVI or MPEG.

The submitted films, including all the extras must not be more than 4.7GB. The main video must be compressed into smaller size, however, the quality of the film must not drop.

All uncut scenes should be included if there is space as we may need them for our own video production.

No sensitive, suggestive or defaming language is to be used during the film and course of the presentation.
- Entries that contain content that is plagiarised from other sources will have their team disqualified. Plagiarism is an extremely serious offence and will not be tolerated. The entry must be original and non-commissioned. Entries should not have won any awards in any competitions held previously, nor submitted concurrently to any other competitions.
- Teams will be penalised if do not adhere to the rules.
Judging Procedure
All dates are subject to change.
- The short listing will be done by Victoria School IT Club by 1st August 2008.
- The scores given by the students and teachers will then be averaged to determine the short listed schools.
- The 10 short listed schools will then be notified 4 weeks in advance to their presentation on Finals so that they would have sufficient time to prepare their presentation.
- The 10 short listed schools will have to present their works to the Judging panel on the Finals.
- The final judges will be invited from different organizations.
- Presentation judging will be based on the judging criteria for presentation.
- Finals result will be based on the judging of the websites and presentations of the top ten schools on the Finals Day.
- In the event of any disputes, the judges’ decisions are final.
- All winners will be selected from the 10 short listed teams.
- Another team will be chosen if one of the short-listed ten teams forfeit on the prize giving day.
The results will be announced on the prize presentation day, which will be held in end August 2008 or early September, pending the availability of the GoH.
Judging Criteria (Video)
Entries will be judged based on the following:
- Project Learning Process (10%): (A separate video from their submitted entry)
- Project information
- Title
- Start date and end date of project
- Name of participants
- Teachers involved
- Why did you chose this topic?
- What problems did you encounter while completing this project?
- How did you manage to solve your problems?
- Who did you work with (government agencies, private organizations etc.)?
- Any other relevant information regarding the films creation process?
- What new skills or knowledge have you acquired from this competition?
- What did you learn from this project?
- Creativity (30%):
- Layout of scene, Interactive, Graphics, Design, Creativity in Titles & Content, Originality, lighting, Suitability of the layout to the topic.

- Technical Quality (20%):
- Balance of good visuals, music and sound effects.
- Good an appropriate use of camera techniques, sound and editing.
- Content (30%):
- Accuracy, language, relevance, sufficiency, interesting facts or content, not plagiarized
- Quality of content i.e. the information presented in accurate and sufficient for the genre selected; reflects depth and thought.
- Presentation of content i.e. there is originality in the approach to the content; the films are produced with creativity and imagination.
- Appeal (10%):
- Appropriate for target audience.
- Engaging, stimulating and thought-provoking for target audience.
Presentation Rules & Guidelines
All dates are subject to change.
- Each team will be given a maximum of 10 minutes to present their entries, including a 5 minute Question and Answer session with the Judges regarding the whole project.
- During the presentation, each team will present and describe about its film in detail including its features, project learning process, content, etc.
- The presentation should include your research on the topic to show that the members have a good understanding on the topic.
- Teams are allowed to use any methods of presentation but only basic software format will be supported such as Microsoft PowerPoint (*.ppt) and Shockwave/Flash (*.swf).
- A ll members of the team will need to present the project, excluding the teacher-in-charge.
- If for any reason that any of your team members cannot be present on that day, please contact us 5 days in advance so that things can be sorted out before the presentation on Judging Day.
